Utah State University chief joins other universities in call to close 'innovation deficit'

LOGAN ? Utah State University President Stan Albrecht joined more than 160 of the nation's university presidents in calling on Congress and President Barack Obama to close what they call the "innovation deficit."

In an open letter, published Wednesday as an advertisement in Politico, the university presidents wrote that closing the gap between what investments are made for research and education and what is needed by universities must be a national imperative.

"Failing to deal with the innovation deficit will pass to future generations the burdens of lost leadership in innovation, economic decline, and limited job opportunities," the letter states. "We call upon you to reject unsound budget cuts and recommit to strong and sustained investments in research and education. Only then can we ensure that our nation?s promise of a better tomorrow endures."

The letter was drafted by the Association of American Universities and the Association of Public and Land-grant Universities, of which USU is affiliated. Utah State was the only Utah public university represented in the letter.

"It?s to draw their attention to the role that research universities played historically and the role they need to continue playing as we deal with a global economy and the challenges of a global economy," Albrecht said.

Albrecht said that grants and funding for research come from a number of sources and in almost all cases there have been reductions or the anticipation of reductions. He said divestment in research means a number of innovative ideas do not receive the support they require to be developed, which has implications for everything from the nation's economy to defense.

"I signed it because I believe very strongly in the message being sent here," he said of the letter, adding that he has long been involved with the Association of Public and Land-grant Universities, including holding positions of leadership in the association.

Jeff Lieberson, vice president of public affairs for the Association of Public and Land-Grant Universities, said the letter is a continuation of an effort to address the needs of U.S. schools as lawmakers head into their August recess.

He said educators are concerned about the U.S. losing its standing as a global leader of innovation as funding continues to decline while other countries continue to emphasize research and development.

"Federal budget cuts to research and higher education have been going on now for years and have been exacerbated by sequestration that kicked in," he said. "What?s really happening here is a one-two punch in that the U.S. is reducing investments in higher education, which is really bad, but that?s also happening at the same time other countries like China and Korea are increasing theirs."

He also said a component of closing the innovation gap involves providing responsible financial aid to students. Interest rates for federally subsidized student loans doubled in July and lawmakers continue to debate a number of plans to secure lower borrowing rates for students.

"Research that goes on in our campuses can only go on if students are filling those labs and classrooms," Lieberson said. "It?s critical that aid is in place to enable a student to attend college and go on to work in these labs and develop these new breakthroughs."

Blasts rock Florida gas plant

TAVARES ? After hearing two explosions, maintenance worker Gene Williams looked outside to see a 20-by-20 foot fireball rising above an outdoor storage area at the Blue Rhino propane plant.

Moments later, a forklift worker stumbled into the building with flesh hanging off his hands. His legs and face were burned. Exploding 20-pound canisters of propane began raining down around them during the series of explosions late Monday night.

Bright orange flames would grow as high as 200 feet, fueled by the exploding canisters that shot through the air like fireworks. Houses nearby shook and residents awakened to the sound of ?boom after boom after boom.?

No one died, but eight workers were injured, including one worker who was hit by a car on a nearby road while fleeing the explosions. Officials said the damage could have been significantly worse if three 30,000-pound propane storage containers had caught fire at the plant that refills propane tanks for gas grills and other home uses. About 50 nearby houses were temporarily evacuated, though none was ultimately damaged.

If the large tanks had exploded, ?it would have wiped us out,? said Lake County Battalion Chief Chris Croughwell, one of the first responders to the explosions in the town northwest of Orlando.

The cause of the explosion was under investigation by federal and state authorities. Williams said it appeared to begin about 100 yards from the loading dock in an area where some of the plant?s 53,000 20-pound propane canisters are stored on plastic pallets.

Tavares Fire Chief Richard Keith said possible causes of the explosion may be either equipment malfunction or human error. Sabotage was not suspected.

The plant?s two-dozen workers were preparing to go home when the explosions started Monday night, said Williams, who works the third shift. Based on what the forklift operator told him, the explosion was likely caused by a ?combination of human error and bad practices, possibly. I don?t want to speculate any further, that?s what the forklift driver was telling me.?

Williams said the forklift driver told him, ??I did what they told me to do, I did what they told me to do, and then this happened.??

?Something in that area must have triggered it. I don?t know if he did something or something else triggered it,? Williams said.

Williams said they were able to remotely shut the valves to the three big tanks. But they weren?t able to turn on water sprays meant to keep the tanks cool during a fire.

?It was too violent, too hot, to get in there and turn them on,? he said.

Croughwell said the hoses designed to spray water on the large tanks didn?t go off because they had to be manually activated ? requiring someone to brave dangerous conditions.

?Most sane people don?t stick around for an event like this,? he added.

Tavares Mayor Robert Wolfe said Tuesday that he was surprised to learn the hoses at the plant had to be manually activated. If Blue Rhino reopens the plant, Wolfe said he plans to ask that the hoses be activated automatically by computer. ?That way, it?s fail-safe,? Wolfe said. ?We?re lucky those tanks didn?t explode.?

Blue Rhino is a subsidiary of Kansas-based national propane provider Ferrellgas. Spokesman Scott Brockelmeyer said Tuesday he didn?t have specific information available about the safety water hoses but added that the company follows industry standards.

?It?s as sobering a situation as you can possibly imagine,? Brockelmeyer said. ?We have folks who are injured, and we?ve got Blue Rhino and Ferrellgas employees across the country who are keeping them in their prayers and sending good vibes their way.?

Ferrellgas paid a $2,295 fine in November 2011 following an OSHA inspection that found a component at the end of an air hose used in the consumer tank refurbishing process was not present.

Brockelmeyer said the company corrected the issue and added that ?the process is performed in area away from where the tanks are filled....so no product was being processed in that area.?

Four workers were listed in critical conditions at area hospitals. Tavares Fire Department Battalion Commander Eric Wages said five workers walked up to a command center firefighters set up near the plant Monday night with skin hanging off their arms, torso and faces. He said their arms were outstretched and they were in complete shock.

The Florida Highway Patrol confirmed that 29-year-old Leesburg resident Kaghy Sam was struck by an SUV driven by 72-year-old Gene Batson on a road near the Blue Rhino plant.

A statement from the FHP said that Sam was running on the road ?due to a large fire and several explosions? just before 11 p.m. Monday and ?ran into the direct path? of Batson?s vehicle.

Sam was flown to Ocala Regional Medical Center with serious injuries.

No charges were filed in the auto accident.

Croughwell said firefighters who responded to the fire had to wait to enter the plant site because conditions were so dangerous. Just as they were finally about to go in, four tractor-trailers parked next to the large propane tanks caught fire.

Keith said the explosions shook his house several miles from the plant. ?It truly sounded like a car hit our house,? he said.

By early Tuesday, the plant?s concrete lot was littered with thousands of charred 20-pound canisters.

The federal Occupational Safety and Health Administration launched an investigation, as did the Florida State Fire Marshal?s office.

About 50 homes were evacuated overnight, but they were allowed to return after four hours.

Marni Whitehead, 33, who lives less than a mile from the plant, said she was in bed ready to go to sleep when she heard a loud boom.

She ran outside and saw other neighbors outside and then they saw the explosions.

?We knew right away it was the plant, the propane plant,? Whitehead said. ?After that, it was just sort of panic.?

Whitehead likened the explosions to Fourth of July fireworks. ?And it was just boom after boom after boom,? she said.

Al Qaeda affiliate claims responsibility for Iraq bombings

BAGHDAD (Reuters) - An al Qaeda-affiliated group said it orchestrated a wave of car bombings across Iraq that killed at least 60 people on Monday in revenge for the mistreatment of the country's Sunni community.

The Islamic State of Iraq and the Levant, which was formed earlier this year through a merger between al Qaeda's affiliates in Iraq and Syria, said in a statement posted online it had carefully selected its targets, which were mainly Shi'ites.

The 17 blasts were the latest in a relentless campaign of bombings and shootings that have killed more than 4,000 people since the start of the year. Nearly 900 people have lost their lives in militant attacks in July alone.

Hundreds of convicts ran free after insurgents attacked two high-security prisons last week, raising questions about the ability of Iraq's security services to combat al Qaeda, which has been regaining momentum in its insurgency against the Shi'ite-led government.

"The latest operations came at the height of security deployment after the blessed operations to break the chains of the lions in Abu Ghraib and Taji jails," read the statement.

The groups said Monday's attacks were just part of the "heavy price" the government would pay for its mistreatment of the Sunni minority, which resents the Shi'ite domination of Iraq since the U.S.-led invasion that overthrew Saddam Hussein in 2003.

Sectarian tensions in Iraq and the wider region have been inflamed by the civil war in neighboring Syria, where mainly Sunni Muslim rebels are fighting to overthrow a leader backed by Shi'ite Iran.

YOUTH BASEBALL: Logan Pollack leads MB Senior Stars in rout of Oregon

The Manhattan Beach senior baseball all-stars got started with a bang Tuesday, routing Oregon 17-0 over five innings in the 2013 Little League Baseball Western Regional Senior Tournament held at Jay Littleton Ballpark in Ontario.

The tournament will last through August 6th.

Manhattan Beach played a perfect game Tuesday afternoon, hitting in the clutch all game long, and had two pitchers combine for a no-hitter to complete its victory.

"We hit the ball well, we played good defense, but we take pride in our pitching and defense on this team," said Manhattan Beach head coach Carlos Rojas. "We have a lot of young guys on this team, we play older but as far as date of birth we're younger."

From the onset of the game the Southern California team put the pressure on Oregon as the first three batters reached base while scoring two runs, and included one more run in the inning off a Trevor Franklin sac-fly to lead 3-0 after the first.

The second inning is when things really got out of control as Manhattan Beach batted around, scoring eight runs to lead 11-0 after two innings. Second baseman Logan Pollack came to the plate with the bases loaded and promptly unloaded them with a three-run double to go up 6-0.

Pollack seemed to be in the biggest of spots throughout the game as he came to the plate in the bottom of the third with the bases loaded again, and d j vu, promptly drove a all to right field for another three-run double

to put his team up 16-0.Pollack finished the game 3 for 3 with six RBIs.

Manhattan Beach finished the third inning scoring six more runs and leading 17-0.

"Our team just really came out ready to go today, and we don't take any team for granted. I'm just really happy to be a part of this group," said Pollack. "I hit in the cages yesterday and was focusing on my left-handed swing and the ball was just really coming in slow for me today."

On the other side of the ball, starting pitcher Cooper Gallion came out throwing flames as he struck out five of the first seven batters faced. Gallion lasted only 2 2/3 innings due to the enormous lead his offense produced for him, while striking out five and walking only two.

Max Tullio pitched in relief and helped to combine with Gallion on the team's no hitter.

"There's a couple of things we need to improve on when the game is so out of hand like that," Rojas said. "We need to throw strikes and my starter Gallion got in a grove then lost focus, which happens, so working on staying focused is important."

Pollack knows they have a week full of tough games ahead, but is looking forward to bringing the West Region championship home to Southern California.

"I see ourselves doing very well in this tournament, but there are some very good teams that we'll have to compete with, and we're just going to have to bring our A game. It would be great because that would be our second time to the World Series in five years," Pollack said.

Manhattan Beach's next game will be this morning at 9 at Jay Littleton Ballpark.

Gettysburg 150: Union's best-dressed skirmishers

Civil War's Zouaves led from the front as the Union's best-dressed skirmishers.

GETTYSBURG ? They were the most fashionable troops to fight in the Civil War, and, depending on your point of view, among the bravest or craziest.

They were the Union's Zouaves, who entered the field of combat wearing uniforms that look like they could be worn by women on Fifth Avenue today rather than by troops engaging in brutal and bloody warfare.

"They were elite troops, like the Special Forces or recon Marines of their time," said Will Hutchison, a writer of historical fiction from Gettysburg. "They were known for their courage."

And it may have taken some measure of courage just to wear the uniform made popular by the French military into battle. With the gray or blue jacket festooned

filigreed with gold ribbon, to the wide red sash around the waist, to the baggy gray or red pantaloons, all topped with a red fez with a gold tassel, they stood out amid the blue worn by the Union regulars.

"Everyone was just as good a target," said Tom Frezza, a guide at the Pry House on the Antietam National Battlefield who has been a Zouave re-enactor for five years. "Part of it was psychological. What kind of idiot would go into battle wearing bright sashes or a Zouave uniform?"

His battery mate, Larry Clemons, a librarian at the United States Naval Academy who's been re-enacting for 45 years, said, "It really didn't matter. Once you fired three rounds, and the enemy fired three rounds, nobody could see anything anyway."

The uniforms originated with the French Army. Well, before that, it originated with the Zouaoua, a tribe of Berbers in the Jurjura mountains in North Africa. The French recruited the natives in 1831 to fight in its conquest of Algeria. They later saw action in the Crimean War and were lauded for their valor in battle. The French later adopted the Zoave uniforms for their own troops.

Photos of the Zouaves appeared on front pages around the world and their uniform became a style, according to Hutchison, who has written novels set during the Crimean War. The uniforms also caught the eye of American military officers who studied that war. The uniforms later were adopted by local militias in the North, who wore them when they joined the federal army.

In battle, re-enactors said, the Zoaves were deployed as "skirmishers," which is a fancy way of saying they acted as targets. They often went ahead of the main regimental line and were charged with engaging the enemy to find out where they were, how they were deployed and how many were there.

"They were basically a recon company," said Steve Melko, a commercial real estate manager from Herndon, Va., who's been re-enacting for 30 years or so.

One hundred and fifty years later, the uniforms may have changed, but recon Marines or Army Special Forces troops in Afghanistan and elsewhere in the world perform the same function.

"It's pretty much the same tactics, just with more sophisticated weaponry," Frezza said. "They were the shock troops."

The Zouaves used fairly sophisticated tactics and weapons for their time. The tactics were aped from the French. "Everything you see we adopted from the French," Melko said.

The Zouaves were armed with rifles, not smooth-bore muskets. "With a musket, you can hit a man-sized target from about 50 yards," Frezza said. "With a rifle, you can hit that target up to 500 yards away."

The rifles fired massive lead bullets at low velocity, Frezza said. "It's designed to shatter bone," he said. "That's why there were so many amputations, it just shattered the bone. It's a lot like the IEDs in Afghanistan."

A tourist listening said, "Wow, that's pretty cool." He paused a moment and said, "Maybe not cool, but interesting."

By the end of the war, though, the Zouave uniforms had passed, Melko said. As they wore out, or were stained with blood, or ripped apart by cannon fire or musket balls, they were replaced by standard federal uniforms.

The French still used them until 1914, he said, when their troops were running into volleys of machine gun fire amid the trenches of World War I.

"I guess, by then," Melko said, "they figured out it wasn't such a good idea to wear something like this into battle."

After multiple threats were made against a feminist campaigner via Twitter, tens of thousands signed a petition calling for the social network to make it easier to report abusive tweets. According to Twitter, a feature is already in the works.

"The ability to report individual Tweets for abuse is currently available on Twitter for iPhone, and we plan to bring this functionality to other platforms, including Android and the web," a Twitter spokesperson told NBC News. "[W]e have rules which people agree to abide by when they sign up to Twitter," he added after declining to comment on specific situations. "We will suspend accounts that once reported to us, are found to be in breach of our rules. We encourage users to report an account for violation of the Twitter rules by using one of our report forms."

The petition was inspired by Caroline Criado-Perez, who helped lobby the Bank of England to make novelist Jane Austen the new face of the country's ten-pound bill. After the campaign succeeded, she saw a great number of threatening tweets addressed to her and on Sunday, British police arrested a man in connection to some of these online threats. In the meantime, over 60,000 people signed the petition on Change.org, demanding that Twitter add a "report abuse" button to individual tweets (which the social network already added to the Twitter for iPhone app earlier this month).

While the new button does indeed make reporting abusive tweets a quick and simple process, it does also make it easier for malicious users to falsely report someone in an attempt to have his or her account suspended. We'll have to wait and see how Twitter prevents abuse of the feature intended to curb abuse.

Tino Martinez resigns as Marlins hitting coach

MIAMI (AP) ? Tino Martinez resigned as the Miami Marlins' hitting coach hours after complaints by players that he verbally abused them became public.

In one instance, Martinez acknowledged he angrily grabbed a player.

Martinez was in his first year as a professional coach this year. He sat in the dugout during Sunday's 3-2 win over the Pittsburgh Pirates, then met with Marlins officials and resigned.

"I want to apologize to the Marlins organization for my behavior," Martinez said. "I have made some comments to certain players at certain times that I thought was more constructive criticism. Obviously, they didn't feel that way, and it kind of backfired on me."

Martinez said he once touched a player in anger, grabbing rookie Derek Dietrich by the jersey in the batting cage early this season. Dietrich, demoted last Monday to Double-A Jacksonville, was among the players to complain.

Martinez said he offered to resign earlier, but team owner Jeffrey Loria wanted him to stay on the job. When the complaints by players became public in a story Sunday by the Miami Herald, Martinez became certain he should resign.

"It has been building for a few days," he said. "I didn't know this was going to come out publicly. When this came out, I thought it was the right thing to do."

Marlins minor league field coordinator John Pierson will become interim hitting coach. First-year manager Mike Redmond said everyone in the organization was disappointed with the outcome of Martinez' brief tenure.

"Coaching's tough," Redmond said. "Going from a player to a coach is hard, and part of the grind is learning how to deal with different situations with different players and different personalities. All that stuff is a challenge. Some people can do it, and some people can't."

The young Marlins rank last in the majors in runs, home runs, batting and slugging, and the 45-year-old Martinez said he became frustrated as players struggled.

"I just thought with some young players you needed to be a little firmer and try to get them on the right track," he said. "I probably used some four-letter words. I thought I was doing the right thing. Obviously, I wasn't."

Martinez batted .271 with 339 home runs, and he was a four-time World Series champion with the New York Yankees. He had a three-year contract with the Marlins but said because he resigned, he'll receive no buyout.

He declined to speculate on whether he'll coach again.

"I don't know long term how it's going to affect me," he said. "Right now I'm disappointed in myself. I'm embarrassed. Right now I'm not worried about the future. I just want to make sure my family is OK."

Verizon NFL Mobile

Does anyone utilize this service? The premium service is $5 a month and you can stream live NFL games on Thursday, Sunday and Monday nights, the NFL Network, and NFL Redzone plus a few other minor features.

I am going to give it a shot this season, or at least for a few months. I really want the NFL Redzone and I am not going to pay DirecTV $300 or whatever they are charging to get it.

Now I just need to figure out a way to transfer the feed from my phone to my TV or tablet because even on smartphones those screens arent big enough and the service is only for phones. The other concern I have is the video quality while on 4G. I was just streaming the NFL Network channel while on 4G and it was a bit grainy. It even cut out one time. I assume people will pay for this service because they want to watch NFL stuff while away from their home wifi, unless they are at a bar or friends house with wifi.

Michigan attorney general backs pensioners in Detroit bankruptcy

(Reuters) - Michigan's Attorney General Bill Schuette, a Republican, said on Saturday he would defend retirees who risk losing public pensions because of Detroit's bankruptcy, putting him at odds with the city's emergency manager appointed by fellow Republican Governor Rick Snyder.

Schuette, an elected official, said the Michigan state constitution is "crystal clear" in stating that pension plans are a contractual obligation that may not be diminished or impaired.

"Retirees may face a potential financial crisis not of their own making, possibly a result of pension fund mismanagement," Schuette said in a statement.

The attorney general said he would file in federal bankruptcy court on Monday on behalf of the pensioners affected by the biggest municipal bankruptcy filing in U.S. history.

A U.S. bankruptcy court judge on Wednesday dealt a blow to Detroit's public employee unions and pension funds opposed to the bankruptcy filing by suspending legal challenges in Michigan state courts while he reviews the city's petition for protection from creditors.

The city's unions and pension funds had hoped to keep the fight in state court, where they felt Michigan's constitutional protections of retiree benefits would prevail against any efforts by state-appointed Detroit Emergency Manager Kevyn Orr to scale them back.

Judge Steven Rhodes ordered three lawsuits filed by city workers, retirees and pension funds halted and said that applied also to suits against Orr as well as Michigan's governor and treasurer.

In a June 14 proposal to creditors, Orr called for "significant cuts in accrued, vested pension amounts for both active and currently retired persons."

Detroit, a former manufacturing powerhouse and cradle of the U.S. automotive industry, filed for bankruptcy protection on July 18.

The city has struggled for decades with companies moving or closing, rampant crime, shrinking population and political corruption. The city's revenue failed to keep pace with spending, leading to years of budget deficits and a dependence on borrowing to stay afloat.

Schuette said he would continue to represent governor Snyder and state agencies in legal proceedings related to the bankruptcy, even though he is taking a different view on the pension issue.

In an emailed statement, Sara Wurfel, Snyder's press secretary, said the governor's office expects that Schuette will "vigorously defend" its efforts as well.

"Our response is that this is an important issue, and we appreciate and support efforts to get clarity and help determine the best path moving forward that respects and is fair to pensioners and all parties," Wurfel said.

A spokesman for Orr was not immediately available to comment.

Cat-and-mouse in Zimbabwe's election cyber war

HARARE (Reuters) - Zimbabwe's government has blocked mass SMS bursts ahead of next week's election, hobbling a powerful source of non-official information in the tightly controlled southern African state, activists and a phone company source said on Friday.

With the clock ticking to the July 31 poll in which President Robert Mugabe is looking to add to his 33 years in power, web portal Kubatana.net said it had noticed this week that its mass text messages were mysteriously getting lost.

Its provider, Econet Wireless - Zimbabwe's largest mobile phone firm with 8 million subscribers out of a population of 13 million - declined to comment.

However, a senior company source confirmed the firm had bowed to government pressure to block mass SMS services around the election "in the interest of peace, national security and stability".

"We have just been told we cannot be facilitating bulk SMSs during the elections, roughly for the next two or so weeks," the source said. "Our understanding is that they will take our network down or cancel our license if there is any violation."

A spokeswoman for the regulator, part of the telecoms ministry, declined to comment.

Although Internet penetration rates have soared since the end of a long economic meltdown in 2008, many Zimbabweans only have simple phone handsets, making the plain old SMS a more effective way to disseminate news and views to a mass audience.

Kubatana, whose messages contained headlines, quotations, proverbs and political questions, said the shutdown was an infringement of the freedom of expression enshrined in a constitution only ratified in May.

"Kubatana.net views the interference in our work as obstructive, repressive and hostile," it said in a statement.

ONLINE FREEDOM

With Africa's oldest leader in no mood to ride off into the political sunset, there are likely to be more disputes over control of technology and the Internet, the breeding ground of people-power uprisings against oppressive governments in the Middle East and North Africa.

Faced with a daily diet of pro-Mugabe propaganda in newspapers controlled by his ZANU-PF party and on state television and radio, many Zimbabweans have turned to cyberspace for an alternative view.

Top of the list is purported ZANU-PF "Deep Throat" Baba Jukwa, whose Facebook page has attracted nearly 300,000 followers of his salacious tales of scandal and intrigue at the heart of the ruling party.

Internet giant Google has lent its weight, launching a 'Zimbabwe election hub' (www.google.co.zw/elections/ed/zw) to bring all stories and issues under one web address.

Fearing a rigged vote or result skewed by threats or violence - as happened in the last election in 2008 - Zimbabweans have also set up sites to monitor the progress of the election and conduct of security forces.

Prominent among these is votewatch263.org, a 'crowd-sourcing' website that lets people report incidents - positive or negative - that are then plotted on an interactive map, a concept first used in Kenya after violent elections in 2007.

"News and information is circulating faster now than at any other time. We don't need to listen to the ZBC bulletins or rely on a copy of the Daily News to know what's going on," said votewatch263 spokeswoman Koliwe Nyoni Majama.

Even though the atmosphere on the ground has been relatively peaceful compared with 2008, online tensions are high.

Hackers took out the website of the Zimbabwe Ministry of Defense last month and the SMS blockade suggests Mugabe's cyber-police - believed to be trained by China and Russia - will be keeping a close eye on sites such as votewatch263.

The prospects of retaliation are especially high since, as recipients of foreign donor funding, they are open to accusations of being a front for hostile Western governments, a common Mugabe refrain.

"The people who set up the software put some security settings in place," Majama said. "We've tried our level best to get it on for as long as possible - but everything is possible."
